Short URLs exploited by phishing scams

I tried accessing a URL from a new follow on twitter this morning and good thing I was using the android OS. Otherwise the spy ware scum would have infected my PC. These tiny URLs are a handy services but unfortunately unethical companies have employed them to manipulate unsuspecting visitors. I rarely get duped into these, and know what they are. I feel sorry for the less savvy individuals.

Why must the barrier to entry still exist?
